From 1956, the OBB purchased 25 light luggage railcars of the 4061 series. These were equipped with a luggage compartment and a train driver's compartment and were designed for express urban transport on valley routes. This meant that it was possible to avoid having to carry a luggage car. Since the luggage compartment proved to be unsuitable for everyday use, the new series designation 1046 was used from May 30, 1976.
